1. PURPOSE AND SCOPE OF THE WORKING PAPER
This program information paper serves as the official prospectus and invitation for above target group to be the part of a pre-scheduled Open-Registration Regional Training Program on Promoting Green Research, Green Skills, Sustainability, and Inclusiveness in the TVET System of Asia-Pacific Countries, scheduled to be held from 23–27 February 2026 in Bangkok, Thailand on a fee-paying basis. The paper also presents the conceptual framework, objectives, content, delivery modes, technical and financial modalities and implementation arrangements of the program. It also provides clear guidance to prospective participants and institutions on how they can participate through CPSC’s open-registration, fee-based mechanism.
This Regional Training program is pre-scheduled and open to the participants from both CPSC member and non-member countries, including TVET leaders, policymakers, curriculum developers, master trainers, quality assurance professionals and industry linkage coordinators. Participation is confirmed through payment of the prescribed registration fee, subject to seat availability, on a first-come, first-served basis.
As an open-registration regional initiative, this program enables individuals and institutions to: Join a high-level, international capacity-building platform without the need for nomination at country level; Interested people can register and join in their individual capacity or sponsored by their respective organization.
- Engage directly with CPSC faculty, regional experts and peer institutions across the Asia-Pacific;
- Gain exposure to regional best practices, including Thailand’s Bio-Circular-Green (BCG) Economy Model, APACC green standards, and innovative green TVET approaches.
This working paper also functions as a reference document for institutional planning and approval, providing comprehensive information on program structure, fees, inclusions and administrative requirements. It reflects CPSC’s commitment to inclusive access, transparency, quality assurance and regional knowledge-sharing through professionally designed, self-financed training programs.
Through this open-registration modality, CPSC aims to broaden participation, strengthen regional networks and accelerate the mainstreaming of green, sustainable and inclusive TVET practices across Asia-Pacific countries.
2. EXECUTIVE SUMMARY OF THE PRORGAM
This 5-days training program aims to build the competencies of TVET leaders, policymakers, institutional heads, curriculum developers and trainers to integrate green skills, sustainability practices and inclusiveness into TVET systems; it adopts a multidimensional approach by combining special lectures, expert-driven theme papers, workshops, group work, an International Conference, and action-planning sessions. The program is open to interested participants from both CPSC member and non-member countries and will be conducted from 23–27 February 2026 in Bangkok, Thailand.
2. BACKGROUND
The Asia-Pacific region is experiencing rapid economic, environmental and technological transformation. Climate change, resource scarcity, industrial restructuring, and the global movement toward sustainability have placed immense pressure on education systems to prepare a future-ready workforce. Technical and Vocational Education and Training (TVET), as the principal supplier of middle-level manpower, must evolve to equip learners with green skills, sustainable practices, digital competencies, environmental consciousness, and inclusive values needed for the 21st century.
Green jobs in renewable energy, smart agriculture, electric vehicles (EVs), waste management, sustainable tourism, and circular economy sectors are expanding across the region. In response, TVET systems must adopt curricula that embed environmental responsibility, climate resilience, green engineering, green entrepreneurship, and innovation. Institutions should also promote green research, applied projects, and low-cost sustainable technologies to support industry and community needs.
4. PROGRAM OBJECTIVES
At the end of the program, participants are expected to acquire ample knowledge to:
- Strengthen green skills development and green competencies aligned with regional and national workforce needs, including transfer of knowledge from Thailand’s BCG Model to their countries
- Analyze and apply sustainability-oriented TVET policies, green accreditation standards, and climate-resilient frameworks using best practices from Asia-Pacific countries.
- Promote and institutionalize green research, innovation, and low-cost sustainable technologies in TVET institutions.
- Integrate digitalization, AI, and smart technologies into green and sustainable TVET programs, supporting Industry 4.0 and green economic transitions, while applying inclusive and gender-responsive approaches.
- Develop action plans and institutional strategies for implementing green skills, green research, sustainability, and inclusiveness in participants’ home institutions.
5. EXPECTED OUTCOMES
- Improved capacity of TVET institutions and practitioners to provide green, sustainable and inclusive training to produce futuristic workforce in Asia Pacific
- Strengthened institutional policies aligned with SDGs, BCG and regional frameworks.
- Integration of green digital skills and sustainability competences into TVET delivery.
- Enhanced APACC (Asia Pacific Accreditation and Certification Commission) aligned readiness of institutions for green accreditation.
- Creation of a regional network of green TVET practitioners and policymakers

A. Priority Administrative and Visa Facilitation Support
- Participants will receive official invitation letters and endorsement support from the Colombo Plan Staff College (CPSC)
- Visa processing facilitation and coordination assistance will be extended in collaboration with the Office of the Vocational Education Commission (OVEC), Ministry of Education, Thailand, enabling smoother and faster visa arrangements, subject to embassy requirements.
- Dedicated coordination support will be provided to ensure timely travel and participation, particularly for government-nominated officials.
B. Access to High-Level Experts and Regional Knowledge Leaders
- Participants will engage directly with CPSC’s international faculty, regional subject-matter experts, policymakers, and practitioners from Asia-Pacific countries.
- Selected participants will be given opportunities to serve as panelists, discussants, or contributors during the International Conference component of the program.
- This exposure enables participants to showcase institutional experiences, exchange of best practices, and gain peer recognition at a regional platform.
C. International Conference Participation and Professional Visibility
- Participants will be formally registered as delegates to the International Conference titled “From Green Skills to Green Economies: The Strategic Role of TVET in Sustainable Development.”
- Certificates of participation will reflect both the regional training program and the international conference, enhancing professional credibility.
- Participants may be invited to contribute to conference proceedings, policy briefs, or post-program knowledge products.
D. Regional Networking and Professional Collaboration
- The program provides a unique platform to build a regional network of TVET leaders, policymakers, researchers, and green TVET practitioners.
- Participants will establish professional linkages for future collaboration, joint projects, benchmarking, and regional initiatives, facilitated by CPSC.
- Inclusion in CPSC’s regional alumni and professional networks for continued engagement and knowledge exchange.
E. Exposure to APACC Green Standards and Accreditation Pathways
- Participants will gain first-hand orientation on APACC’s green and sustainability-aligned benchmarks, supporting institutional readiness for APACC accreditation.
- Institutions represented by participants will benefit from enhanced understanding of quality assurance, green compliance, and regional standards.
F. Practical Skills and Institutional Action Planning
- Each participant will develop a customized Green Action Plan tailored to their institution or national context.
- These action plans are designed for immediate implementation, ensuring direct post-training impact.
- CPSC will provide technical guidance and follow-up advisory support, where feasible, to support implementation.
G. Cultural Immersion and Experiential Learning in Thailand
- Participants will experience cultural immersion into Thailand, enhancing cross-cultural understanding and regional appreciation.
- Exposure to Thailand’s Bio-Circular-Green (BCG) Economy practices, sustainable institutions, and green initiatives will be integrated into the learning experience.
- Opportunities for cultural visits and informal networking will enrich the program and foster people-to-people diplomacy.

- Participants will receive professionally curated training materials, access to CPSC’s OnCOURSE digital learning platform, and resource documentation.
- Upon successful completion, participants will be awarded a CPSC Certificate of Completion, jointly recognized within the Asia-Pacific TVET community.

13. PAYMENT TERMS AND FINANCIAL ACCOUNTABILITY:
Registration is on a first come first served basis. Please note that a full payment is necessary to confirm your attendance to the program. A letter of confirmation will be sent once the full payment is deposited on or before February 10, 2026.
CPSC reserves the right to reschedule the training. If there is schedule conflict after movement of dates or force majeure, CPSC will reimburse the total amount received from the participant. Should the participant wish to withdraw from a confirmed program, the payment may be used to attend other programs advertised via CPSC website or 50% of the total amount may be reimbursed. Bank charges must be shouldered by the registrants.
If any organization would like to conduct this program solely for their group, CPSC may prepare a customized program proposal, with some cost adjustment.
