Introduction

Skills development is a cornerstone of Technical and Vocational Education and Training (TVET), empowering individuals with the practical expertise and knowledge required to excel in the modern workforce. By focusing on competency-based learning, these programs will emphasize hands-on experiential training, real-world applications, and the cultivation of critical soft skills. Such as problem-solving, teamwork, and adaptability. The initiative aims to enhance employability, innovation, and sustainable growth of industries by providing learners with the necessary skills and knowledge to thrive in a fast-changing economic environment. This program is focused on EV and CNC training, enabling participants to gain a comprehensive understanding of emerging technologies, global industry trends, and critical competencies tailored to their fields. It also aims to advance the role of TVET as a catalyst for inclusive growth and development, addressing the evolving needs of modern industries.

The rapid technological advancements in Electric Vehicles (EVs) and Computer Numerical Control (CNC) machining have significantly reshaped industries worldwide. As these sectors expand, the demand for skilled professionals proficient in EV technology and CNC operations is increasing. A well-structured skill development program tailored to these emerging trends is essential to bridge the skill gap and prepare a competent workforce.

Program Management and Resource Persons

Program Supervisor Prof. (Dr.) Suresh K. Dhameja ([email protected]) is the 13th CPSC Director General and the 5th Director General who hails from India. He joined as DG in September 2024.

Prior to being CPSC’s Director General, Prof. Dr. Dhameja has served CPSC for 3 years as a Governing Board-engaged Faculty Consultant from September 2005 to September 2008. During his stint in CPSC he handled the Training & Development Division, Research & Development Division as Chairperson, Asia Pacific Accreditation & Certification Commission (APACC) as Coordinator and the General Services Division as its Director.

Prof. Dr. Dhameja was Dean (Academic and International Affairs) and Professor in the Department of Entrepreneurship Development & Industrial Coordination (EDIC) at the National Institute of Technical Teachers Training and Research (Deemed University), Chandigarh in India before he joined CPSC as the Director General.

He has held various positions at NITTTR including Head of Departments of EDIC, Information Management & Emerging Engineering (IMEE) and Chairman of Academic Cell. He was also appointed as Chief Vigilance officer of NITTTR Chandigarh by the Govt. of India. The CPSC Director General earned his Bachelor’s degree in Civil Engineering, M.Tech in Geotechnical Engineering followed by MBA and a Doctorate degree in Business Management from premier universities in India.

He started his career as Assistant Professor in Civil Engineering at National Institute of Technology, Kurukshetra, India in 1985 and has a total work experience of 40 Years in Teaching, Training and Research.

Prof. Dr. Dhameja has visited more than 30 countries including USA, UK, Canada, Australia, Germany, Italy, Chile apart from many countries in the Asia Pacific region such as South Korea, Japan, Malaysia, Singapore, Thailand, Mongolia, Fiji etc. for conducting training programs and consultancy assignments. He has many honours and distinctions to his credit and has received letters of appreciation from many international dignitaries including Ambassadors, UN under-Secretary General, Director Generals and Secretary Generals of many international organizations.

He initiated the accreditation of technical institutions in the Asia Pacific Region under APACC, Philippines in 2008. He has done accreditations in the Philippines, Bangladesh, India and Malaysia and is also on the panel of World Bank and UNESCO.

Prof. Dr. Dhameja has published more than 60 papers in International and National Journals, presented 143 papers in International and National Conferences and has chaired technical sessions in many international and national conferences both within India and abroad. He is a member of the Task Force on Women and Youth Entrepreneurship at UN-ESCAP Bangkok.

The CPSC Director General has authored 7 and edited 15 books (both international and national) in the area of Environmental Engineering, Environmental Management, Entrepreneurship and has guided 6 PhDs and many M. Tech students both at the international and national levels.


Program Coordinator Prof. Engr. Naeem Yaqoob ([email protected]) is a Faculty specialist and Chairperson of the Projects and Consultancy Division (PCD) and ICT and Media Services Division (ICT) at the Colombo Plan Staff College (CPSC), Manila Philippines

He is also the Chief Officer at the Asia Pacific Accreditation and Certification Commission (APACC) Division. a distinguished TVET leader, policy innovator, and international development expert with over a decade of transformational contributions to the Technical and Vocational Education and Training (TVET) sector across Asia and the Pacific. His leadership spans policy formulation, institutional reform, skills strategy, digital transformation, and regional collaboration, aiming to future-proof TVET systems amid the transition from Industry 4.0 to Industry 5.0.

In CPSC he leads regional initiatives promoting quality assurance, digital accreditation, and institutional excellence. A USEF Alumnus and graduate of the University of Massachusetts (UMASS), USA, he is also a Certified Master Trainer from the Guangzhou Industrial Training Center, China, integrating global pedagogy with industry-driven learning.

Prior to joining CPSC, he served at NAVTTC Pakistan as Director (Planning & Administration) and Deputy Director (Project & Business Development), where he led landmark national initiatives including the Prime Minister’s Youth Skill Development Program 2012-2024 (training over 600,000 youth), contributed the formulation of the National TVET Policy (2016), the Apprenticeship Act (2018) and National Skills for All Strategy-2018 establishing the foundation for Pakistan’s modern skills ecosystem. His inclusive approach advanced opportunities for Afghan refugees, madrassa students, PWDs, and marginalized youth, while fostering partnerships with JICA, KOICA, TIKA, ILO, UNHCR, the British Council, UN Energy Program, and the Montreal Protocol on multi-sectoral development projects.

An M.Phil. in Governance and Public Policy and Bachelor’s in Textile (Industrial) Engineering complement his policy and technical expertise. His publication, “Impact Evaluation of Governmental Investment on Human Capital: A Case Study of the Prime Minister’s Youth Skill Development Program in Pakistan,” provided evidence-based insights shaping national human-capital strategy. His other writings actively advocates the adoption of high-tech, high-end, and emerging IR 4.0 technologies (AI, AR/VR, IoT, automation) to reshape workforce readiness.

As a CPSC Global Resource Person, he has led major international programs, including Technopreneurship and Sustainability in TVET (Singapore, Brunei, Myanmar), TVET Quality Assurance (Mongolia, Philippines, Papua New Guinea), Green Skills & IR 4.0 Practices (Sri Lanka), CPSC Mid-Term Strategic Review 2023–2028 (Malaysia), TVET Digitization for Sri Lanka, and multiple APACC accreditations (Philippines, Malaysia).

Recognized for his strategic foresight, policy leadership, and advocacy for digital and green transformation, Prof. Naeem continues to advance the competitiveness, inclusivity, and sustainability of the Asia-Pacific TVET landscape, championing a future-ready workforce anchored in innovation, technology, and lifelong learning.


Resource Person (Electric Vehicle) Mr. Exsuperio G. “Perry” Jacinto ([email protected]) is a seasoned automotive technology expert, educator, and skills development specialist from Santiago City, Philippines. With extensive experience spanning both technical and academic domains, he has made significant contributions to the field of Technical and Vocational Education and Training (TVET) in the country.

He holds a Master of Arts in Educational Management and a Bachelor of Science in Industrial Education major in Automotive Technology, and is a licensed professional teacher. Over the years, Mr. Jacinto has served as a Professor in Automotive Technology (Levels I–IV), Supervising TESD Specialist, and Linkage Development Officer, providing leadership and expertise in program and curriculum design, competency standards development, and assessment tool creation.

A holder of multiple National Certificates (NC I–IV) in Automotive Technology, Driving, Welding, Masonry, Plumbing, and other technical trades, Mr. Jacinto also possesses National TVET Trainer Certificates (NTTC) in Automotive and Driving II–III. His comprehensive technical background is complemented by his active involvement as a Skills Competition Expert and Manager in national and international events, including the ASEAN Skills Competition (Thailand 2018, Singapore 2024) and WorldSkills Special Edition Germany 2022. He also serves as Workshop Manager for the upcoming 14th ASEAN Skills Competition in Manila (2025).

Currently affiliated with Hytec Power Inc. as Technical Skills Manager, he continues to share his expertise as a trainer, curriculum consultant, and lecturer for both industry workers and educational institutions. His lifelong dedication to automotive technology and workforce development exemplifies his commitment to excellence and innovation in TVET.


Resource Person (Advanced CNC Programming) Mr. Noriel K. Ramos ([email protected]) is a Senior Technical Education and Skills Development (TESD) Specialist from the Philippines, currently assigned to the Cordillera State Institute of Technical Education (CSITE) Executive Office. In his capacity as the Program Chairperson for Metals and Engineering CNC Machining Related Qualifications and the Diploma in Mechanical Technology, he focuses on curriculum and development. With over a decade of service in the TVET sector, he specializes in advanced manufacturing technologies, particularly in CNC Machining and CAD/CAM Operations. This specialization is complemented by his strong involvement with industry, particularly in the aerospace manufacturing sector. Furthermore, he is a Technology Researcher, utilizing advanced manufacturing technology in his research projects. His career reflects a steady commitment to the advancement of technical education.

His experience extends to the formal evaluation and development of technical skills. He is an accredited Competency Assessor in CNC Machining related qualifications and has a background as a technical expert and coach for skills competitions. This dual role in assessment and coaching is supported by his recognition as an Expert in both CNC Maintenance and Prototype Modelling in the Philippine National Skills Competitions. This background provides him with a comprehensive perspective on mentoring for excellence against industry standards. His involvement in skills development is also reflected in recognitions such as the "TAGSANAY 2022 Overall Champion".

Mr. Ramos's commitment to empowering fellow educators is demonstrated through his continuous professional development and his work as a facilitator for specialized training programs. He has completed advanced courses in areas such as CNC Machining Operations, CNC Repair and Maintenance, Innovation in Curriculum Development, and Instructional Design for eLearning. By combining his technical knowledge, industry experience, and dedication to quality instruction, Mr. Ramos is well-positioned to share valuable insights and practical strategies on Advanced CNC Lathe Machining Operations with the esteemed instructors of Bhutan.


Resource Person (Advanced CNC Programming) Engr. Rhessan Jan R. Mamoransing is a proud graduate of AMA University (Fariview Campus), Batch 2016, with a degree in Computer Engineering. Since completing his studies, he has built a career centered on continuous learning, technical excellence, and bridging education with real-world industry innovations in automation, manufacturing, and sustainable mobility.

He began his professional journey as a CNC Technician at Science Marketing Development Inc., where he worked hands-on with machine installations, retrofitting, and troubleshooting. This experience gave him deep insight into industrial automation and precision control—knowledge that later fueled his advocacy for modern automotive and electric vehicle technologies.

In 2017, Engr. Mamoransing joined Hytec Power Inc., one of the Philippines’ leading providers of technical training systems and educational technologies. Through dedication, leadership, and technical expertise, he rose to become the Technical Specialist Manager and Head of the Lifelong Learning Division, overseeing national projects that empower schools, training institutions, and industry partners through advanced learning solutions.

Under his management, Hytec Power expanded its reach into Automotive Technology, Electric Vehicle (EV) Systems, Hybrid Vehicles, Light Vehicles, Heavy Vehicles, Heavy Equipment Operations, and Farm Mechanic, introducing cutting-edge laboratory setups and simulation systems that prepare learners for the global shift toward green and smart transportation. He handles more than 20 internationally recognized brands and training platforms, including Amatrol, Labtech, ConsuLab, ATech, Electude, De Lorenzo, EWM Welding, Seabery Soldamatic, EMCO, KandH, TheCoolTool, VEX Robotics, Doosan Collaborative Robot, Yalong Education, ForestCNC, Green Controls, and OpenLearning. Through these partnerships, he has helped transform classrooms and laboratories nationwide into future-ready learning environments aligned with global industry standards.

Engr. Mamoransing also serves as a Technical Expert Panel (TEP) member for TESDA, contributing to the development of competency standards for IoT Network and Cabling (Level II) and IoT Systems Integration (Level III)—key areas supporting the digital infrastructure of smart factories and electric vehicles.

In 2025, during the WorldSkills ASEAN Competition held in Manila, Engr. Mamoransing served as part of the technical support team for CNC Maintenance, working behind the scenes during the bootcamp training and actual competition. His expertise and commitment played an essential role in ensuring smooth operations and providing vital technical assistance that contributed to the Philippine team’s GOLD MEDAL victory—a proud milestone in the country’s pursuit of excellence in advanced manufacturing and maintenance technologies. Beyond his corporate and competition roles, he actively collaborates with DepEd, CHED, and TESDA to promote Electric Vehicle, Automotive Mechatronics, and Renewable Energy programs, ensuring that Filipino learners are globally competitive and equipped for the challenges of Industry 4.0 and sustainable industrial development.

He is a member of the Mechatronics and Robotics Society of the Philippines and an officer of The Fraternal Order of Eagles – United TVET EDUK AKSYON TEKNIKAL Eagles Club, North Luzon Region 6.
