Background
In today’s rapidly evolving global economy, the Technical and Vocational Education and Training (TVET) plays a crucial role in preparing a skilled workforce that is adaptable, innovative, and capable of driving economic growth. However, traditional TVET systems often focus primarily on technical skills without sufficiently incorporating entrepreneurial competencies, limiting graduates' ability to create jobs, innovate, and respond to market demands. Recognizing this gap, the Colombo Plan Staff College (CPSC) and SEAMEO VOCTECH Regional Centre have collaborated to design this Regional Program on Integrating Entrepreneurship and Technopreneurship into the TVET curriculum. This initiative seeks to empower TVET educators, curriculum developers, policymakers, and administrators with the knowledge and pedagogical tools needed to embed entrepreneurial and technopreneurial thinking into vocational training programs.
The necessity of this program stems from several critical factors. First, it addresses the persistent skills-jobs mismatch by equipping TVET graduates not just as job seekers but as job creators, fostering self-reliance and economic resilience. Second, in an era of rapid digital transformation, integrating technopreneurship ensures that TVET remains relevant to Industry 4.0 demands, preparing learners to leverage emerging technologies in business and innovation. Third, by cultivating entrepreneurial ecosystems within TVET institutions, the program enhances their role in stimulating local and regional economic growth through startup incubation and SME development. Finally, the blended learning approach—combining online and on-site training in Brunei—facilitates cross-border collaboration, allowing participants from CPSC and SEAMEO-VOCTECH member countries to exchange best practices and develop regionally adaptable strategies for curriculum innovation.
The program’s contributions to TVET development are multifaceted. Participants will gain the expertise to redesign curricula with embedded entrepreneurship and technopreneurship modules, ensuring learners acquire both technical and business skills. They will explore innovative teaching methodologies that promote creativity, problem-solving, and market awareness, enhancing student engagement and employability. Additionally, the program will guide participants in formulating institutional action plans to establish incubation hubs, industry partnerships, and policy frameworks that support entrepreneurial education at national and institutional levels. By aligning with the United Nations Sustainable Development Goals (SDG 4 – Quality Education and SDG 8 – Decent Work and Economic Growth), this initiative reinforces TVET’s transformative potential in building sustainable economies.
This collaboration between CPSC and SEAMEO VOCTECH underscores a shared commitment to advancing TVET across the Asia-Pacific region, empowering educators to nurture a new generation of professionals who are not only technically skilled but also innovative, entrepreneurial, and ready to lead in a competitive global landscape.
Objectives
At the end of the program, the participants will be able to:
- Understand the fundamental principles of entrepreneurship and technopreneurship.
- Develop strategies for integrating these concepts into TVET curricula.

Discussion Forum:
A half-day, half-discussion forum on the subject will provide an opportunity for local and international participants to learn about the best technopreneurship practices, share success stories, and discuss the footprints and strategies for incorporating technopreneurship in the TVET Curriculum in the presence of experts from Academia, Industry, and technopreneurs.
Instructional Strategies
The program uses a blended, competency-based approach with online and on-site phases. The online component (May 22, 27-29) delivers live lectures and self-paced country presentations via SEAMEO-VOCTECH's LMS. The on-site segment (June 2-6) features hands-on workshops, business simulations, pitching sessions, and networking to develop practical technopreneurship skills. This structure bridges theory with real-world application for effective TVET curriculum integration.
Participants Profile
The training is expected to be attended by 30 participants, including TVET institutes Managers, Professors, TVET Policy Makers and Trainers Curricula Developers etc.

The program will be held in 2 parts, online sessions (May 22, 27-29, 2025) and in-person sessions (June 2-6, 2025) at the SEAMEO VOCTECH Regional Center in Brunei Darussalam
