BACKGROUND
The Colombo Plan Staff College (CPSC) is an intergovernmental international organization dedicated to enhancing human resource development (HRD) in the field of Technical and Vocational Education and Training (TVET) across its 16 Member Countries (MCs) in the Asia-Pacific region. Since its establishment in 1973, CPSC has remained committed to strengthening institutional capacity, promoting innovation, and advancing quality and inclusivity in TVET systems to prepare a future-ready workforce for the region.
CPSC carries out its mandate through a wide range of programs and activities:
- Regional Programs that foster knowledge-sharing and multilateral collaboration
- In-Country Programs that address national priorities and institutional needs
- Open Registration Programs for cross-border benchmarking and networking
- Customized Training for specific institutions or sectors
- Conferences and Forums addressing emerging regional and global TVET priorities
- Research studies to address institutional and MCs' needs
- Accreditation and Quality Assurance of TVET institutes
MIDTERM REVIEW OF CPSC STRATEGIC PLAN (2023-28) & THE REGIONAL PROGRAM PHILIPPINES (OCT 22-31, 2025)
The CPSC Strategic Plan 2023–2028 was developed to align institutional strategies with global trends such as Industry 4.0/5.0, sustainable development, digital transformation, inclusivity, and resilience. The plan was formulated to address the dynamic changes in the global skills landscape and to align CPSC’s services with international commitments such as the UN Sustainable Development Goals (SDGs) and TVET reforms across the Asia-Pacific. The year 2025 marks the midpoint of this five-year plan—an important milestone for assessing progress, identifying new opportunities, and realigning goals in response to emerging challenges and regional aspirations.
Given the rapid evolution of industry demands, technological disruption, and growing expectations from member countries, a Midterm Strategic Review was quite essential and is a part of the CPSC Strategic planning process. This review was purposed not only as an accountability exercise but also as a strategic recalibration process aimed at:
- Evaluating progress on key performance indicators (KPIs)
- Identifying implementation gaps, opportunities, and challenges
- Gathering insights from stakeholders for realignment of priorities
- Designing a responsive roadmap for 2025–2028
- Elevating institutional impact and regional leadership of CPSC
So, the year 2025 marks the midpoint of CPSC’s Five-Year Strategic Plan (2023–2028), a comprehensive roadmap designed through collaborative consultations with TVET experts, senior executives, and national stakeholders, and this review will enable CPSC and APACC to realign with the global 21st century skill practices and transition TVET institutions of member countries from IR 4.0. to 5.0.
Pursuant to the above, a Regional Program was organized in CPSC, headquarters in the Philippines on “Strategic Planning in TVET cum Expert Meeting on Midterm Review and Evaluation of CPSC Strategic Plan 2023–2028” from October 22–31, 2025 (Hybrid mode): Online: Oct 22-23; On-site: Oct 27-31, 2025. The Regional Training Program integrated three core components in a hybrid modality:
- Regional Program on Strategic Planning and Management in TVET
- Midterm Review and Evaluation of the CPSC Strategic Plan 2023–2028
- International Conference on “Global Landscape: Aligning TVET and Industry for Sustainable Development”, in collaboration with Cagayan State University, Philippines
The event provided a platform for TVET policymakers, practitioners and institutional leaders from 14 CPSC member countries and Cagayan State University to engage in strategic review, knowledge exchange, benchmarking and policy discourse. It also showcased regional innovations through plenary discussions, academic engagement, and institutional reflections.
The Midterm Review highlighted that CPSC has made significant progress toward achieving its strategic objectives envisaged under its Strategic Plan (2023–2028) but also identified areas that require strategic recalibration and alignment with the global best practices and 21st century skill requirements. Experts and member country representatives recommended that CPSC expand its leadership services in emerging technologies, green and inclusive TVET, research and innovation, and post-accreditation quality assurance through APACC. It was also suggested to expand the scope of CPSC to include other countries within the network.
SENIOR EXECUTIVES’ CONFERENCE (SEC)
The Senior Executive Conference is now being convened to deliberate, validate, and endorse the Strategic Plan Realignment for 2025–2028 on December 04, 2025. The conference will provide a decision-making platform for CPSC’s leadership, secretariat, governing board, liaison officers, and key partners to ensure that the second-half phase of the strategic plan remains future-oriented, inclusive, and impactful. This Senior Executive Conference will serve as a platform for policy validation and strategic endorsement platform to:
- Review and evaluate CPSC’s midterm progress;
- Consider the expert recommendations from the 2025 regional review program; and
- Endorse the realigned strategic plan for 2025–2028 on the basis of experts recommendations through executive-level consensus.
LONG-TERM CONTRIBUTION TO TVET STANDARDS IN MEMBER COUNTRIES
The regional program on “Strategic Planning in TVET cum Expert Meeting on Mid-term Review and Evaluation of CPSC Strategic Plan 2023–2028” integrated strategic review workshops and an international conference on TVET transformation and served as a cornerstone for the identification of long-term capacity building and policy alignment initiatives. It provided an opportunity for member countries to:
- Benchmark national progress and reforms against regional peers
- Adopt forward-thinking strategies for curriculum, certification, and quality assurance
- Align national TVET policies with international standards and labor market needs
- Develop actionable strategies that support green skills, digital competencies, inclusivity, and sustainability
- Strengthen partnerships between academia, industry, government, and development partners
By consolidating strategic inputs, success stories, and policy recommendations, the program directly contributed to uplifting the quality, relevance, and responsiveness of TVET systems in CPSC member countries. It also reinforced CPSC’s commitment to becoming a center of excellence for regional TVET transformation, fostering a future-ready workforce that supports socio-economic growth and sustainable development across the Asia-Pacific.
OBJECTIVES OF SENIOR EXECUTIVE CONFERENCE
This Senior Executive Conference is now being convened to:
- Validate the findings and recommendations of the Midterm Review and Expert Consultations.
- Endorse to CPSC Governing Board the realignment of the CPSC Strategic Plan for 2025–2028, incorporating emerging regional and global TVET trends on the basis of recommendations of the TVET experts given during Regional Program Philippines (Oct 22-31, 2025)
- Strengthen synergy between CPSC & APACC and the member countries in achieving shared goals of TVET quality assurance, innovation and sustainability.
- Reaffirm and advocate CPSC’s role as a regional center of excellence and policy leader in TVET innovation, digital transformation and sustainability in member countries of CPSC, Asia Pacific and beyond.

- Validated Midterm Review Report of CPSC Strategic Plan 2023–2028.
- Endorsed Realigned Strategic Plan 2025–2028, reflecting mutual consensus of experts and executives on single platform.
- Summarizing deliberations, policy insights and shared commitments as a way forward for TVET for 2025-28.
- Adoption of Strategic Framework (2025–2028) with updated thematic pillars and performance indicators.
- Policy interventions and Recommendations for member countries and partner institutions pursuant to Midterm review 2025-28.
- Strengthened Regional and Institutional Commitments toward innovation, sustainability, and inclusivity in TVET through APACC 2025 framework providing a roadmap for transition from IR 4.0. to 5.0.
EXPECTED OUTCOMES
The broader, longer-term results or impacts that this conference intends to achieve are:
- Enhanced Strategic Alignment: Better aligned CPSC’s Strategic Plan 2025–2028 compliant with SDGs, Industry 5.0, national and regional development goals and priorities
- Strengthened Institutional Leadership: Strengthened role of CPSC and APACC as a think-tank in TVET for digital, green and inclusive TVET transformation.
- Increased Policy and Partnership Synergy: Identification of interventions for stronger coordination between CPSC member countries, development partners, and industry.
- Sustainable Regional Impact through APACC Quality Assurance: Improved mechanisms for post-accreditation mentoring in APACC institutions.
- Repositioned CPSC as a Regional Center of Excellence: A knowledge hub, a platform for skill and expertise exchange for Digital Futures, Green TVET and Human Capital Innovation across the Asia-Pacific region.
