Background

Technical and Vocational Education and Training (TVET) plays a pivotal role in equipping the workforce with practical skills and competencies essential for national development and economic growth. As economies strive to adapt to the demands of globalization and rapid technological advancement, the relevance and quality of TVET systems have become increasingly critical. A robust TVET system not only supports workforce development but also contributes to innovation, entrepreneurship, and lifelong learning, which are key components of sustainable development.

Despite the recognized importance of TVET, there remains a persistent disconnect between institutional training and the real-world needs of industries. The advent of the Fourth Industrial Revolution (Industry 4.0) has further intensified this gap, requiring new competencies in digital literacy, automation, data analytics, and advanced manufacturing technologies. Studies across the Asia-Pacific region have shown that while many TVET institutions have taken initial steps to modernize their curricula, they often lack the direct input, engagement, and feedback loops from industry that are necessary to remain agile and relevant.

This misalignment highlights a critical gap: the lack of systemic and institutionalized linkages between TVET institutions and industry stakeholders. Current collaborations are often ad hoc, project-based, or limited in scope, which prevents the long-term, strategic integration of industry needs into training and education programs. Without consistent collaboration, TVET institutions may continue to produce graduates with skills that are mismatched to market

To address this challenge, the Colombo Plan Staff College (CPSC) and the Technical Education and Skills Development Authority (TESDA) will be organizing an in-country program focusing on enhancing TVET institutions and industry linkages. This initiative aims to build sustainable frameworks for cooperation that go beyond occasional partnerships. It includes strengthening curriculum development processes through industry participation, promoting dual training and workplace immersion models, upgrading training tools and facilities to meet industry standards, and enhancing the capacity of trainers to deliver relevant, future-oriented instruction.

The significance of this initiative lies in its potential to transform the TVET landscape into one that is truly demand-driven, future-proof, and inclusive. By institutionalizing strong, mutually beneficial partnerships between TVET providers and industry, the program can help ensure that training remains responsive to evolving labor market needs. Ultimately, this will contribute to producing a workforce that is not only employable but also capable of driving innovation and economic resilience across the Asia-Pacific region.

Program Objectives

At the end of the course, the participants should be able to:

  • Understand the current trends and models for TVET-industry engagement.
  • Identify gaps and opportunities in institutional and industry collaboration.
  • Strengthen the relevance of TVET curriculum and training programs through active industry participation and institutional partnership
  • Enhance the capacity of TVET trainers and administrators through formal action plans in facilitating industry-led work-based learning strategies.

Expected Outputs

The participants are expected to be able to:

  • Performed Gap Analyses and disseminated innovative practices from CPSC and TESDA to enhance policy, accreditation, and training programs using SWOT Analysis.
  • Formulated Institutional Action Plans and Work-Based Learning models to foster sustainable TVET–industry partnerships, leveraging emerging trends.
  • Developed Employability Metrics based on tracer studies to measure training outcomes.
  • Designed industry-aligned curricula through co-creation frameworks, ensuring responsiveness to labor market demands.

  • Acquire relevant competencies aligned with industry requirements.
  • Develop stronger, sustainable linkages between TVET institutions and industries.
  • Enhance institutional delivery of quality TVET through updated pedagogical approaches and real-world applications.

  • Commit to ongoing dialogue and collaboration with industries for mutual growth.

Group Work Activities (GWA)

  • Task Exercise 1: SWOT and Gap Analysis of TVET–Industry Linkages in the Philippines

Purpose: Analyzing current linkages and identify strengths, weaknesses, opportunities and threats

  • Task Exercise 2: Integration of Emerging Technologies into existing institute-industry partnership

Purpose: Simulate collaborative curriculum design with industry to ensure skills relevance.

  • Task Exercise 3: Institutional Action Planning for Sustainable Industry Engagement

Purpose: Develop strategic plans for long-term industry collaboration in participants' institutions.

  • Workshop 1: PDCA -Monitoring Outcomes-Tracer Studies and Employability Metrics in TVET.
  • Workshop 2: Co-Creating TVET Curricula with Industry – A Simulation Exercise

Approach and Methodology

To achieve the objectives set forth, the following strategies will be employed in a consultative manner:

Instructional Strategies

The program involves different learning methods such as:

  • Theme paper presentations
  • Group Work Activities
  • Group Presentations
  • Web-Based Teaching and Learning System through OnCOURSE
  • Action Planning

Participants' Profile

The target participants are 25 TVET instructors, trainers, and administrators from CPSC member countries, nominated by TESDA Philippines, preferably those engaged in curriculum development, training delivery, or institutional partnerships.

Date and Venue

The in-country program will be held from 23-27 June 2025, at the Marcela Agoncillo Hall, TESDA Women's Center, TESDA Complex, Taguig City, Philippines.

To conduct the program smoothly, the following facilities are required:

  • Laptop computers (participants are encouraged to bring their laptops)
