CPSC recently concluded a weeklong Customized Program (CP) on Monitoring and Evaluation of Development Project Activities for officials of Emergency Cyclone Recovery and Restoration Project (ECRRP) from January 18 to 24, 2012 at CPSC Manila. This CP was the second program conducted for the said project by CPSC, the first was in June 2011.
The Government of Bangladesh (GOB) is currently conducting the ECRRP implemented under the Ministry of Planning, which supports medium to long-term recovery programs undertaken after the cyclone Sid hit the country in 2007. The project specifically supports the development objectives of the GOB through efforts to facilitate recovery from the damage to livelihood and infrastructure and to build long-term preparedness through strengthened disaster risk management.
Apart from the recovery of the country's agriculture sector, rehabilitation of coastal structures and disaster risk management programs, another major component of the ECRRP is the monitoring and evaluation (M&E) of project impact, whereby CPSC was tapped to assist officials of the project in establishing an efficient mechanism to coordinate, monitor and evaluate the effectiveness of ECRRP.
CPSC was tapped to organize this customized program to enhance the capabilities of 10 middle-level executives from the Ministry of Planning and ECRRP responsible for monitoring progress and ensuring continuous improvement of the project by applying M&E concepts and processes.
The program provided an overview on project framework, design, implementation and evaluation and quality tools and techniques which are applicable in M&E activities. The overall supervision and management of the program was handled by Dr. Mohammad Naim Yaakub, CPSC Director General as Program Supervisor with the able assistance of Engr. Md. Jahangir Alam, CPSC Faculty Specialist as Program Coordinator and Resource Person.
Study visits to relevant government agencies in the Philippines such as the National Disaster Risk Reduction and Management Council (NDRRMC), National Economic Development Authority (NEDA), Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) and Marikina City - a flood and earthquake-prone area in the Philippines, were held to apprise participants with new ideas and actual development strategies on disaster management, project planning, implementation, monitoring and evaluation being implemented in the country.
Dr. Romulita Alto, former CPSC Faculty Consultant and presently Research Consultant at the Technological Institute of the Philippines shared her knowledge on the application of total quality management in monitoring and evaluation of project activities.
The Closing Ceremonies was graced by Her Excellency Majeda Rafiqun Nessa, Ambassador of Bangladesh to the Philippines who commended CPSC for the wonderful opportunity the College is providing in the exchange of knowledge and experiences between the Philippines and Bangladesh especially on very timely concerns such as development programs and projects addressing disaster management.
Dr. Yaakub expressed profound gratitude to Her Excellency for gracing the culminating activity of the program. In his remarks, he underscored the significance of the program in enhancing capacities of the participants who are involved in the recovery and development programs and projects designed to reduce negative impacts of calamities-a challenge existing both in Bangladesh and the Philippines. Thus, he expressed his appreciation to the Government of Bangladesh for trusting CPSC in providing a venue and platform for cooperation between the two countries.
On behalf of his team, Dr. Jahirul Islam, Team Leader of the delegation and Director General, Programming Division, Planning Commission, Bangladesh, extended his appreciation to the College for the well-organized study visits, for the excellent working culture demonstrated during the program and for paving the way for establishing cooperation with Philippine agencies on development projects through CPSC programs.
The program generated an excellent rating of 99.09% which indicates the relevance and applicability of the program design and content and the effectiveness of program delivery.
