BACKGROUND

The Asia-Pacific region is experiencing rapid economic, environmental, and technological transformation. Climate change, resource scarcity, industrial restructuring, and the global movement toward sustainability have placed immense pressure on education systems to prepare a future-ready workforce. Technical and Vocational Education and Training (TVET), as the principal supplier of middle-level manpower, must evolve to equip learners with green skills, sustainable practices, digital competencies, environmental consciousness, and inclusive values needed for the 21st century.

Green jobs in renewable energy, smart agriculture, electric vehicles (EVs), waste management, sustainable tourism, and circular economy sectors are expanding across the region. In response, TVET systems must adopt curricula that embed environmental responsibility, climate resilience, green engineering, green entrepreneurship, and innovation. Institutions should also promote green research, applied projects, and low-cost sustainable technologies to support industry and community needs.

Thailand is at the forefront of this transition through its Bio-Circular-Green (BCG) Economy Model, Thailand 4.0 vision, and national emphasis on sustainable industrialization, EV technologies, smart manufacturing, green tourism, and circular economy solutions. As one of the leading TVET performing countries in ASEAN, Thailand serves as an ideal host for a regional program intended to strengthen capacity, advance policy alignment, and foster green leadership among Asia-Pacific countries.

This regional training aims to build the competencies of TVET leaders, policymakers, institutional heads, curriculum developers, and trainers to integrate green skills, sustainability practices, and inclusiveness into TVET systems. The program adopts a multidimensional approach by combining special lectures, expert-driven theme papers, workshops, group work, an international Conference, and action-planning sessions.

SIGNIFICANCE OF THE PROGRAM

A. Significance in Asia-Pacific Context

The Asia-Pacific region is facing accelerated industrialization, urbanization, and climate challenges at the same time. Rising carbon emissions, environmental degradation, and increasing natural disasters demand the reshaping of education and TVET systems. Green economy transitions require preparation of a workforce that understands renewable energy technologies, smart agriculture, sustainable construction, eco-efficient manufacturing practices, and waste reduction and management strategies.

Several Asia-Pacific countries, including Japan, Singapore, Thailand, Republic of Korea, Malaysia, and the Philippines, are implementing green TVET reforms, integrating sustainability competencies, and trying to adopt green accreditation standards of APACC. This regional program aligns with UNESCO-UNEVOC, the ILO Green Skills Framework, and regional SDG commitments to provide a common platform for capacity building, knowledge exchange, benchmarking, and harmonization of green competencies across the Asia-Pacific countries.

B. Significance to Thailand

Thailand’s Bio-Circular-Green Economy (BCG) Model, recognized globally by the UN and World Economic Forum, positions the country as a regional leader in sustainability-driven innovation. The rapid growth of Thailand’s renewable energy sector, EV industry, circular waste management, smart farming, sustainable tourism, and green manufacturing requires a transformed workforce through targeted TVET initiatives.

Thailand’s OVEC institutions, RMUT campuses, and community colleges have been implementing green campus initiatives, BCG-aligned curricula, and partnerships with green industries. Hosting this program reinforces Thailand’s commitment to regional leadership and provides participants with insight into working models, best practices, and innovations implemented by Thai TVET institutions. This regional program will not only motivate the Thai TVET sector but rather showcase its best practices and transition the knowledge exchange amongst Asia Pacific member countries.

PROGRAM OBJECTIVES

At the end of the regional program, participants are expected to acquire ample knowledge to:

  • Strengthen green skills development and green competencies aligned with regional and national workforce needs, including transfer of knowledge from Thailand’s BCG Model to their countries
  • Analyze and apply sustainability-oriented TVET policies, green accreditation standards, and climate-resilient frameworks using best practices from Asia-Pacific countries.
  • Promote and institutionalize green research, innovation, and low-cost sustainable technologies in TVET institutions.
  • Integrate digitalization, AI, and smart technologies into green and sustainable TVET programs, supporting Industry 4.0 and green economic transitions, while applying inclusive and gender-responsive approaches.
  • Develop action plans and institutional strategies for implementing green skills, green research, sustainability, and inclusiveness in participants’ home institutions.

EXPECTED OUTPUTS

The expected outputs of the program are:

  • Draft institutional Green Action Plans for participating countries.
  • Prototype ideas for green research and green innovation projects.
  • Models for green curriculum modules, digital-green lessons, and inclusive practices.
  • Enhanced cross-country collaboration for green TVET initiatives.
  • Shared repository of conference insights, presentations, and workshop outputs.

EXPECTED OUTCOMES

The expected outcomes of the program are:

  • Improved capacity of TVET institutions and practitioners to provide green, sustainable and inclusive training to produce futuristic workforce in Asia Pacific
  • Strengthened institutional policies aligned with SDGs, BCG and regional frameworks.
  • Integration of green digital skills and sustainability competences into TVET delivery.
  • Enhanced APACC (Asia Pacific Accreditation and Certification Commission) aligned readiness of institutions for green accreditation.
  • Creation of a regional network of green TVET practitioners and policymakers

PROGRAM CONTENTS

The program consists of the following major learning components:

SPECIAL LECTURE: Accelerating Green Transformation and SDGs through Green TVET and Sustainable Human Capital Development (Prof. (Dr.) Suresh K. Dhameja)

  • Theme Paper 1: Green Skills and Green Competencies for the Future Workforce in Asia-Pacific TVET
  • Theme Paper 2: Green Research and Innovation Culture in TVET Institutions
  • Theme Paper 3: TVET Institutions as Drivers of the BCG Economy in Thailand and Asia-Pacific (Institutional Practices, BCG sector skills, Circular Economy, and Thailand’s national model)
  • Theme Paper 4: Transforming TVET Systems for Sustainability and Climate Resilience (Policy, Governance, Systems Transformation & Regional Frameworks)
  • Theme Paper 5: Digitalization, AI, and Smart Technologies for Sustainable TVET
  • Theme Paper 6: Inclusive, Equitable and Digitally-Enabled Green TVET: Aligning Institutional Practices with APACC’s Green Standards and Regional Benchmarks

The program is designed for the nominated CPSC member countries’ participants from the following categories:

  • TVET leaders, administrators, and policymakers
  • Curriculum developers and TVET Master trainers
  • Green TVET coordinators
  • Institutional researchers and quality assurance officers
  • Industry linkage coordinators
  • Representatives from government, industry, and development partners

Expected number of participants: 20 from CPSC member countries in the Asia-Pacific region.

FACILITIES REQUIREMENTS

To ensure the effective and smooth implementation of the program, the following facilities and resources are required:

  • Laptop Computers (preferably, participants bring their own devices; backup units should be available for those without access).
  • Reliable Internet Connection (LAN/WAN)
  • Audio and Video Equipment
  • Multimedia Projector and Projection Screen
  • Flipcharts, Whiteboards, and Large Sheets of Paper – for group work, brainstorming sessions, and visual planning activities.
  • Power Supplies and Extension Cords (Optional but Recommended)
  • Training Room or Workshop Space – adequate seating, ventilation, and layout to support group activities and equipment setup.
