A. Background of the Program

Technical and Vocational Education and Training (TVET) systems across the Asia-Pacific region are undergoing unprecedented transformation due to rapid industrial modernization, digitalization, automation, artificial intelligence, and the global shift towards sustainability and human-centric development under Industry 5.0. Traditional accreditation models focused mainly on compliance are no longer sufficient to ensure the development of future-ready institutions.

Recognizing this evolving global context, the Asia Pacific Accreditation and Certification Commission (APACC), under the Colombo Plan Staff College (CPSC), launched the APACC Accreditation Framework 2025 on 27 October 2025. This modern framework represents a paradigm shift from compliance-based accreditation to transformation-driven quality assurance. The APACC 2025 framework introduces a fully digitized, paperless accreditation system, enhanced key performance indicators (KPIs), mandatory business incubation centers, integration of advanced Industry 4.0 and 5.0 technologies, and strong emphasis on sustainability, green TVET, and student digital well-being.

This Open Registration Training Program for Global APACC Accreditors is designed to prepare a new generation of internationally competent TVET accreditors who can effectively lead institutional accreditation and transformation across the Asia-Pacific region and beyond.

B. Significance of the Initiative

This initiative holds exceptional regional and global significance as it:

  • Responds directly to the urgent need for harmonized regional and international TVET quality benchmarks especially for TVET institutions through APACC 2025 Framework
  • Supports Asia-Pacific countries in aligning their TVET institutions with Industry 4.0 and Industry 5.0 requirements through APACC 2025 institutional benchmarks
  • Strengthens the global mobility and recognition of skilled workers through APACC
  • Customized Training for specific institutions or sectors
  • Promotes human-centric, sustainable, green and innovation-driven TVET ecosystems through TVET benchmarking and compliance of highest quality standards by institutions
  • Establishes APACC accreditation as a strategic tool for institutional competitiveness, innovation and transformation.

The program also reinforces CPSC and APACC’s mandate as a regional intergovernmental capacity-building organization serving Asia Pacific member countries for TVET prosperity.

C. About the Program

This three-day intensive Online Accreditor Training Program will provide participants with advanced knowledge and applied competencies in modern TVET accreditation practices under the APACC 2025 Framework.

The program integrates:

  • Expert-led interactive sessions
  • Digital accreditation simulations
  • Case studies from across Asia-Pacific
  • Institutional transformation toolkits

Key Learning Areas Include:

  • APACC’s Transitional benchmarks and Accreditation Manual 2025 for aligning TVET institutions from Industry 4.0 to Industry 5.0
  • Global quality assurance standards for future-ready TVET systems
  • Integration of digital tools, analytics and ERP systems in institutional evaluation
  • Smart campus transformation and digital governance
  • The evolving role of accreditors as catalysts of institutional, national and regional transformation

Upon successful completion and assessment, participants will become eligible for induction into:

  • CPSC/APACC Global Pool of Accreditors

D. Eligibility Criteria

Applications are invited from:

  • TVET experts, educators, administrators, policymakers and quality assurance professionals from Asia-Pacific and beyond
  • Individuals with a minimum of five (5) years of professional experience in education or preferably in the TVET sector
  • Professionals with demonstrated interest in institutional quality assurance, accreditation, research and policy development

Note: Existing APACC Accreditors are required to undergo this training for continued recognition under the APACC 2025 Framework.
