Introduction

The world of education is changing due to the COVID 19 pandemic. As we all know this is an unprecedented time with COVID19 impacting our society at all levels. A record number of students and teachers are out of school with an estimated 1.5 Billion school age students out of school around the world.

Technical and vocational education and training (TVET) is understood to be integral to education and lifelong learning and to refer to all forms of learning of knowledge, skills and attitudes relating to the world of work. TVET involves a wide variety of learning and skills development opportunities. TVET programs and courses can be full-time or short and episodic. They can be delivered by face-to-face, hands-on, computer-based, virtual or blended teaching and learning. Blended learning requires knowledge of the specifics of synchronous and asynchronous online instruction, as well as finding the right balance between the two.

Blended learning shows great potential to emerge as the predominant learning model in TVET. It also proves to be the most effective one as it combines the best elements of traditional and online teaching. Blended online learning presents a more flexible option in which traditional classroom instruction is fully or partially substituted by collaborative web-conferencing (online synchronous learning) using a virtual classroom and is combined with a self-paced Learning Management System (LMS). Blended learning can include anywhere from 20 to 80% of the course time online. Blended learning offers the instructor the opportunity to extend the learning outside of the classroom, thus increasing the opportunities for students to connect to each other, as well as the chance to utilize a wider array of online resources and technologies to enhance the classroom time.

To strengthening the blended learning system, TVET practitioner consider technological skills, technology access and accessibility when designing blended learning modules for a course. For example, some of the common tools used to enhance a blended course are online videos, flipped learning, social groups, bookmarking tools etc.

The aim of the program is to rapidly build the capacities of TVET professionals to enhance the quality and outreach of e-Learning TVET and the delivery of TVET through digital learning, blended learning, adopting successful approaches and tools to foster different forms of engagement and learning.

Expected Outcomes and Outputs

The expected outcomes of the Program are:

  • Effectiveness and quality of blended learning system will be enhanced.
  • Institutional capacity on virtual and blended learning will be strengthened.

After the program the participants are expected to be able to:

  • Develop a SWOT Analysis report on digital learning
  • Prepare a learning management system using Moodle
  • Prepare an action plan



Main Contents

This program will cover the following contents:

  • Teaching and Learning System based on Vocational Pedagogy
  • Concept, Elements and Components of Blended Learning
  • The platform: Learning management systems
  • Develop digital contents using Authoring Tools
  • ICT and Digital competencies for Virtual Learning



Instructional Strategies

To facilitate productive and interactive learning, the following instructional strategies will be utilized to effectively train the participants:

  • Project, assignments and exercises
  • Online Learning and offline learning
  • Use OnCOURSE learning management system to develop lectures, test items, computer sessions and experience sharing
  • Hands on practice on digital tools for teaching and learning
  • Evaluation of program through OnCOURSE system



Program Facilities

To conduct the program smoothly, each participant should have:

  1. Laptop or desktop computer with the following specifications
    • Intel Core i3 CPU (equivalent or higher)
    • 8GB RAM
    • 240GB Storage
    • Webcam
    • Earphone with microphone (laptop speakers and mic can also be used)
  2. Zoom and HTML5 compliant web browser (Chrome, Edge, Firefox, etc.)
  3. HTML5 compliant smart phone (Android of iPhone)



Registration, and Other Important Information

Registration is on a first come first served basis. A letter of confirmation will be sent once the minimum ten (10) participants is met. Please note that a full-payment is necessary to confirm your attendance to the program.

If there is insufficient number of participants, CPSC reserves the right to reschedule the training. If there is schedule conflict after movement of dates or force majeure, CPSC will reimburse the total amount received from the participant. Should the participant wish to withdraw from a confirmed program, the payment may be used to attend other programs advertised via CPSC website or 50% of the total amount may be reimbursed.

If any organization would like to conduct this program solely for their group, CPSC may prepare and send a customized program proposal, with some cost adjustment.
