Background

Business authorities believe that this century tends to lean heavily towards an economy primarily driven by technology, where individuals have to recognize, envision and predict technology opportunities so as to join the ranks of future entrepreneurial leaders. Technology has invaded every aspect of our lives, changing how we work, how we learn and how we do things. It has opened up a lot of opportunities, one has never imagined. A growing number of talented young business-oriented people emerge to deploy technology to level the playing field for everyone. It is impossible to not notice that all forms of employment today have arisen from some or other forms of entrepreneurial venture. The future TVET will be driven by the technologies, thus Enterprise-Based Training (EBT) will be one of the best options for the TVET students to have that opportunity.

In Maldives, TVET is progressing rapidly and one of the initiative is that new qualifications are being developed based on competency standards defined by industry, institutions and professional bodies through six Employment Sector Councils (ESCs) - Tourism, Construction, Transport, Social, Fisheries and Agriculture, and ICT. Maldives economy heavily depends upon tourism industry. There are many occupations under the tourism industry which require quality training. Therefore, the best way to train youths in tourism sector or in other sector is by using enterprise-based training.

Enterprise based training has many advantages over other types of delivery method as it focuses on real world practices and participants feel at the real world while they are still in vocational and technical institutes (VTIs). With this training program CPSC focuses on concept and benefits of enterprise-based training (OJT, Apprenticeship, Work-Based), its management, issues involved in management, and good practices on management being observed in different countries. The program emphasizes on the reasons and advantages of integration of enterprise-based training (OJT, Apprenticeship, Work-Based) in TVET curriculum and session design and its effectiveness. The program also impart knowledge on why enterprise-based training (OJT, Apprenticeship, Work-Based) are the best option for enhancing youths’ self-employment. While selecting models of EBT, quality training should be considered and the training should produce a good-quality product. Each of the above models has strengths and limitations and needs to be considered in the context of several factors (for example, specific occupation, industry, maturity of the worker–learner) and then customized to serve the purposes and standards for those contexts.



Objectives

At the end of the program, the participants are expected to:

  • Strengthen knowledge on EBT based on National Competency Standards (NCS)
  • Be able to manage EBT program as per National Competency Standards (NCS)
  • Internalize good practices of EBT in Asia and Pacific region


Expected Outputs and Outcomes

The expected outputs of the program are:

  • List of strategies on implementing EBT
  • National Seminar Proceedings
  • Action plans to integrate EBT

The expected outcome is: Application of EBT in TVET institutions of Maldives

The spiral learning approach will be used to deliver the program, start by mentioning a cluster of rough ideas, including some applications as well as some fundamental building blocks and finally, a self-directed learning approach through action planning.
