CPSC’s In-Country Program on Total Quality Management (TQM) in TVET commenced on September 17, 2012, at the Institute of Engineering and Technology (IET), Ulaanbaatar, Mongolia. CPSC in cooperation with the Agency of Technical Vocational Education and Training (ATVET), Government of Mongolia conducted the program to promote quality TVET through continuous improvement and productivity enhancement which highlighted TQM as a means for effective implementation of TVET programs and quality assurance.

Distinguished Resource Persons namely, Mr. Natsagdorj Bayambasuren, Ministry Consultant of TVET, ATVET; Dr. Tserendagva Dalkh, Professor and Dean School of Health Technology, Head Professional Board of Ministry of Health and President Mongolian Medical Education Association; and Dr. Hazrat Hussain, CPSC Faculty Consultant ensured that the program equipped the 25 participants with practical knowledge on how TQM can take shape for implementation in their respective TVET institution/s.

Overall management and supervision of the program was under the helm of high level officials from the organizing institutions namely, Dr. Mohammad Naim Yaakub, CPSC Director General, Mr. Ganbat Baramsai, Director General, IET, with the very able assistance of Dr. Hussain, who also acted as Program Coordinator and Ms. Narantuya Purevdorj, Director Education, IET, as Local Coordinator.

The program discussed and elaborated paradigms of TQM, applications of quality tools and techniques in implementing TQM for TVET institutions; steps for productivity enhancement and other quality processes; and provided guidance in preparing action plans for implementing TQM at TVET institutions and organizations for continuous system improvement.

The following officials from the two organizing institutions, resource persons and guests graced the program’s inaugural ceremony: Mr. Byambasuren; Dr. Vandan Alzakhgui, Vice Chairman, National Council for Education Accreditation; Ms. Altanchimeg, Officer, Technical Vocational Education Training Accreditation, National Council for Education Accreditation; Ms. Khaliun, Specialist, The Authority of TVET Policy Implementation, Ministry of Labor; Mr. Baasanchoimbol Chimiddorj, Director of Vocational Education Service of the University of Science and Technology; Mr. Baramsai Ganbat, Director General, IET; Mr. Batmyagmar .Ts, Director, Polytechnic College; Dr. Tserendagva Dalkh; and Mr. Baramsai. B, Director University of Technology, Mongolia.

The closing ceremony was graced by the CPSC Director General, Dr. Mohammad Naim Yaakub. He expressed his satisfaction over the arrangements made by AVTET, Institute of Engineering and Technology, Polytechnic College, School of Health Technology and other agencies concerned. He also appreciated all parties for their exemplary hospitality. More importantly, he hopes that the trainees of this program will share the lessons learned and learning materials with their colleagues and staff back in their office in order to extend the benefits to others who could not attend. Further, Dr. B. Alzakhgui, who attended both the opening and closing ceremony assured his full support to any activity that could be held jointly with CPSC. Lastly, Dr. Naim handed the certificates to participants, resource persons and coordinators of the program.

The program concluded on the 21st of September 2012.
