Background

Technical and vocational education and training (TVET) institutions play a crucial role in shaping the workforce of a country. These institutions provide training and education that enable individuals to acquire the necessary skills to succeed in the labor market. However, the effectiveness of TVET institutions can be enhanced through the adoption of results-based project management. In this training we will explore the concept of results-based project management and how it can be applied to TVET institutions to improve their efficiency and effectiveness.

Results-based project management is an approach to managing projects that focuses on achieving results. The key feature of results-based project management is that it puts a premium on outcomes rather than outputs. This means that the success of a project is measured by the extent to which it achieves its intended results. Results-based project management involves defining clear objectives, developing a plan to achieve those objectives, and monitoring progress towards those objectives. It also involves evaluating the outcomes of the project and using the lessons learned to improve future projects.

TVET institutions can benefit from the adoption of results-based project management. This approach can help these institutions to achieve better outcomes and improve their overall effectiveness. There are different aspects of results-based project management that can be applied in TVET institutions: The first aspect is “setting clear objectives”, the first step in results-based project management is to set clear objectives. In the case of TVET institutions, these objectives may include improving the quality of education, increasing enrollment, or enhancing the employability of graduates. Setting clear objectives is essential because it provides a clear direction for the project and helps to ensure that everyone involved is working towards the same goal. The second aspect is “developing a plan”, once the objectives have been defined, the next step is to develop a plan to achieve those objectives. This plan should include specific activities and milestones that need to be achieved. It should also include a timeline and a budget. Developing a plan is important because it provides a roadmap for the project and helps to ensure that resources are allocated effectively. The third aspect is “Monitoring progress”, it is important to monitor progress towards the objectives throughout the project. This can be done by tracking key performance indicators (KPIs) such as enrollment rates, graduation rates, and employment rates. Monitoring progress is important because it helps to identify any issues or challenges early on, allowing for timely intervention and corrective action. However, the fourth aspect is “Evaluation”, once the project is complete, it is important to evaluate the outcomes. This involves assessing the extent to which the objectives were achieved and identifying any lessons learned. The lessons learned can be used to improve future projects.

If the government sector adopts a results-based project management approach that can surely bring several benefits to TVET institutions. It can benefit the institutes in “Improved effectiveness”, by focusing on outcomes, TVET institutions can ensure that they are delivering training and education that meets the needs of the labor market. This can lead to improved graduate employability and better outcomes for the institution. Secondly it will benefit in “Increased efficiency”, by developing a clear plan and monitoring progress towards objectives, TVET institutions can ensure that resources are being used effectively. This can help to reduce wastage and increase efficiency. Thirdly it will benefit and “Enhanced accountability”, Results-based project management helps to enhance accountability. By defining clear objectives and monitoring progress towards those objectives, TVET institutions can ensure that everyone involved is accountable for the success of the project. The most important area it will benefit the “Improved decision-making”, Results-based project management provides data that can be used to make informed decisions. By tracking KPIs and evaluating outcomes, TVET institutions can identify areas that need improvement and make decisions based on evidence.

At this point, TVET should further realign itself to be sensitive to the present and upcoming trends, issues and challenges that will chart its direction in making itself a significant and much-needed alternative to mainstream education. This would require extensive efforts on identifying present trends, learning from past experiences and charting future directions as guided by the findings from the past and present. There is a need to shift the TVET Institutions’ strategies in regards with planning on program offerings specifically on the jobs that will soon become an ‘obsolete’. This training program is very timely to develop an action plan ensuring that our programs will be more responsive to the needs of our partner industries.

Thus, CPSC in collaboration with NAVTTC is organizing this in country program to impart necessary concepts, integration processes, and guidelines to incorporate the very essential components in the design to share knowledge and TVET institutions’ good practices of Results-Based Project Management in Technical and Vocational Education and Training (TVET) Institutions for the sustainable development.




Objectives

The participants are expected to:

  • Learn the dynamics, definitions and processes in project management;
  • Understand project planning, project implementation and project evaluation as key phases in project management;
  • Prepare project problem tree analysis, objective and solution;
  • Design project proposal using the project log framework matrix; and
  • Apply project management tools and methodologies for managing TVET programs and projects.



Expected Output and Outcomes

The Participants are expected to gain more knowledge, experience and enhance the capacity of TVET leaders to establish and manage good practices of Results-Based Project Management in Technical and Vocational Education and Training (TVET) for the sustainable development of their TVET institutes. Participants in this program should be able to lay out the following;

  • Leadership Competency Assessment and Action Plan
  • Risk Analysis Management in Initiating and Executing a Project
  • Digitalized Project Management Monitoring & Evaluation
