Introduction

Monitoring and evaluation (M&E) can be effective tools to enhance the quality of project planning and management. Monitoring helps project managers to understand whether the projects are progressing in schedule and to ensure that project inputs, activities, outputs and external factors are proceeding as planned. Evaluation can be a tool to help project managers assess to what extent the projects have achieved the objectives set forth in the project documents.

Monitoring and evaluation are used by educational institutions worldwide to improve school systems and educational results, and can play a vital role in all-inclusive education transformation. Education managers at all levels can benefit from applying the planning, monitoring and evaluation cycle. Monitoring and evaluation can help educational transformation programs define and measure quality indicators and measures of the education transformation process, gauge progress toward desired educational outcomes, increase stakeholder participation, and empower school managers/leaders and teachers to build and sustain transformation in schools. As each educational system is distinctive, evaluators should be prepared to vary their evaluation approach based on program purpose and context.

This program deals with Quality Assurance System in an Educational System though Results Based Monitoring and Evaluation. This program aims to determine the relevance and fulfillment of objectives, development efficiency, effectiveness, impact, and sustainability. An evaluation should provide information that is credible and useful, enabling the incorporation of lessons learned into the decision making process of both recipients and donors in particular on education projects or programs.

Objectives

The program aims for the participants to:

  • Design and implement new or improved sustainable M&E system as essential part of the Results-Based Management (RBM) for an enterprise, in general, or a TVET institution (institute, college, center, school, etc.) in particular;
  • Set up an effective monitoring system as part of the quality assured programs;
  • Recognize that M&E is an integral part of the education system programs;
  • Discuss how a Results-Based Monitoring & Evaluation (RBM&E) System increases accountability and transparency, and enhances the effectiveness of managing a TVET institution;
  • Explain how to conduct stakeholder and organizational analysis and identify key success areas and performance indicators for TVET institutions’ projects and programs; and
  • Prepare Monitoring and Evaluation Plan.
