Raionale

Quality management System in TVET produces the competent workforce for the global labour market. QMS ensures quality of the training and quality training produces competent graduates. Thus, importance of QMS is gradually increasing in the Asia Pacific Region.

Quality can be defined as excellence, zero defects, uniform quality, satisfying customer needs or operational improvement. Quality is always bound to satisfying customer needs. Quality is about making organizations perform for their stakeholders – from improving products, services, systems and processes, to making sure that the whole organization is fit and effective.

A quality management system (QMS) is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. A QMS helps coordinate and direct an organization’s activities to meet customer and regulatory requirements and improve its effectiveness and efficiency on a continuous basis. Good quality management systems can enhance the organization’s brand and reputation, protect it against risks, increase its efficiency, boost its profits and position it to keep on growing.

The Mongolian National Council for Education Accreditation (MNCEA) is the core accreditation organization with public representations and governmental officials to ensure enhance quality management system of TVET institutions. The main mission of MNCEA is to promote the quality of provisions as well as safeguard the national standards set for tertiary level institutions and their programs while raising the visibility of the Mongolian tertiary education at the international level.

MNCEA has also adopted the accreditation and certification by the Asia Pacific Accreditation and Certification Commission (APACC). APACC is a regional accreditation and certification body established by the Colombo Plan Staff College. It aims to accredit and certify the TVET institutions for human resources development through the standardization and harmonization of education and training systems. It is designed to help TVET institutions boost their ongoing performance efforts for the benefit of their students. APACC insists on a relentless pursuit of excellence – for itself and the institutions it accredits.

This program is designed to assist MNCEA’s throughout its quality journey by providing them training on quality management systems that will lead the institutions to enhance their effectiveness and become more customer-focused. The program is set to elaborate on the concepts and principles of QMS which include application of QMS tools and establishment and implementation of QMS including digitized M&E System for TVET. Some learning tools will also equip the participants with deeper understanding and appreciation of the value of continual improvement and the benefits of QMS as well as APACC accreditation and other quality assurance platforms.



Objectives

The program aims for participants to:

  • Understand the concepts and principles of QMS;
  • Apply QMS tools and techniques in TVET institutes
  • Understand APACC and MNCEA accreditation systems and other quality assurance certifications for QMS; and
  • Prepare a QMS plan in implementing QMS for TVET institutions
