BACKGROUND

Myanmar’s Technical and Vocational Education and Training (TVET) sector is undergoing a significant transformation to strengthen workforce competitiveness, institutional effectiveness, and economic resilience. As industries evolve rapidly under Industry 4.0 and the transition toward Industry 5.0, TVET institutions are required to develop adaptive leadership, stronger governance systems, enhanced industry collaboration, and digital innovation capabilities. 

The program is highly relevant as it strengthens leadership and managerial competencies, supports governance reforms and quality assurance initiatives, promotes industry-responsive workforce development, encourages digital transformation and innovation, and supports sustainable and inclusive TVET development.

Globally, TVET leadership has shifted from traditional administrative management toward strategic, innovative, and transformational leadership. Modern TVET institutions require leaders capable of driving institutional reforms, managing digital transformation, strengthening industry linkages, promoting sustainable development, implementing quality assurance frameworks, and building future-ready workforce systems.

The APACC 2025 Framework further emphasizes governance and leadership excellence, data-driven institutional management, industry engagement, sustainability, innovation, and human-centered institutional development.

The program is expected to serve as a strategic initiative to strengthen leadership, governance, innovation, and institutional transformation within Myanmar’s TVET sector. By integrating APACC Quality Assurance 2025 framework principles, industry engagement strategies, digital transformation approaches, and sustainable development perspectives of IR 5.0, the program will empower TVET professionals to become transformational leaders capable of responding to evolving workforce and societal needs.

  • Enhance institutional governance and policy implementation through APACC QA 2025 Framework
  • Improve collaboration between TVET institutions and industry
  • Integrate innovative and digital tools into TVET teaching and administration
