About CPSC

The Colombo Plan Staff College for Technician Education (CPSC) is an Inter-governmental International Organization for Human Resources Development. It aims to assist its member countries in developing and enhancing their technical education systems.

The main functions of CPSC include:
  • Provide training programs of further professional education and training to persons responsible for the planning, development, administration, and supervision of TVET and persons in vital supporting roles;
  • Conduct conferences, symposia, and workshops on various aspects of TVET;
  • Manage customized programs on TVET planning, development, and evaluation;
  • Undertake research and development projects for knowledge sharing and benchmarking in TVET;
  • Assist member countries in developing their technical teacher education and training facilities;
  • Collect and disseminate information on technical education and training; and
  • Act as a facilitator of member countries in the transformation of the TVET framework by modifying the training and development strategies, program offerings, and research and development efforts.

Duties and Responsibilities of the Asia Pacific Accreditation and Certification Commission (APACC) Officer

The APACC Officer leads the planning and implementation of Asia Pacific Accreditation and Certification Commission (APACC) activities.

Specific Duties
  • Facilitate the annual planning of APACC activities such as on-site visits, board meetings, accreditors’ training, and retraining, and AAA meetings and assembly;
  • Supervise APACC-related activities such as preparation for APACC Board meetings, and collection of Biennial Reports and Annual Fees, among others;
  • Ensure timely completion and manage coordination for the administrative requirements of on-site visits and/or accreditor’s training, including but not limited to, training venue arrangements, materials preparation, CPSC staff, and invited accreditors’ international travel requirements (visa and tickets, if applicable), budget preparations (CBB), accommodation and transportation arrangements, etc.
  • Assist the APACC President in identifying and inviting qualified accreditors from various institutions and relevant agencies for on-site visits, as necessary and applicable.
  • Supervise the collection and analysis of self-study review materials and other application documents submitted by the APACC applicants.
  • Supervise the filing and archiving of various APACC documents and records, including but not limited to, communication trails, APACC Manuals, brochures, on-site visits documents, and accreditor’s reports, etc.
  • Prepare yearly APACC operational plan and periodic reports such as KPI, mid-year, and annual reports of APACC;
  • Implement APACC strategic and annual operational plans;
  • Undertake APACC Documentation Officer assignment from time to time;
  • Contribute to various PCD activities such as study visits, customized, and open registration programs, as necessary.
  • Undertake various duties that may be assigned from time to time

Qualifications and Requirements

Education and Experience
  • Master’s Degree in Management or Bachelor’s Degree in administration and management, international development studies, education, project management, or any related fields
  • Minimum 5 years relevant work experience related to administration, project/program management, or accreditation and evaluation process;
  • Experience in planning and organizing international training programs and other events is desirable;
  • Experience working in other international organizations is an advantage

Technical Competencies
  • Knowledgeable in accreditation and evaluation, and other quality assurance processes and procedure
  • Understands the basic principles of project/program management
  • Knowledgeable in international travel requirements and arrangements
  • Proficient in business writing and development communications

Remuneration and Benefits
  • Starting gross monthly salary: Php 43,000 to Php 50,000 depending on the applicant’s qualifications

Duration of Contract
