FINANCE ASSISTANT

The Colombo Plan Staff College (CPSC) is an Inter-governmental International Organization for Human Resources Development. It aims to assist its 16 member countries in Asia and the Pacific Region in developing and enhancing their technical education systems through capacity-building programs, research, technical assistance, and knowledge transfer in technical and vocational education and training (TVET).

The main functions of CPSC include:

  • Provide training programs of further professional education and training to persons responsible for the planning, development, administration, and supervision of TVET and persons in key supporting roles;
  • Conduct conferences, symposia, and workshops on various aspects of TVET;
  • Manage customized programs on TVET planning, development, and evaluation;
  • Undertake research and development projects for knowledge sharing and benchmarking in TVET;
  • Assist member countries in developing their technical teacher education and training facilities;
  • Collect and disseminate information on technical education and training; and
  • Act as a facilitator of member countries in the transformation of the TVET framework by modifying the training and development strategies, program offerings, and research and development efforts.

Roles and Responsibilities of the Finance Assistant

The Finance Assistant provides support in performing general accounting work. He/she assists the Finance Officer in monitoring and recording all financial transactions in the daily operations of the Staff College.

  • Process requests for payment of all expenditures, encode the request details in the budget #&38; expense monitoring sheet, and prepare quarterly budget #&38; expenditure summary reports with narrative analysis of variance;
  • Prepare cheques, and bank transactions documents (deposits, check encashments, update of time deposits and fund transfers) and ensure the proper filing of the released vouchers, with stamps;
  • Assist the Finance Officer in the recording of journal entries for disbursement transactions in the Quickbook Financial System;
  • Assist in maintaining the General Ledger System;
  • Monitor the petty cash fund and prepare a summary of petty cash fund replenishment reports
  • Monitor the cash advances of staff and issue a Notice of Liquidation as necessary
  • Assist in processing the liquidation of cash advances and preparation of financial statements
  • Prepare Costing Reports for all programs conducted
  • Prepare monthly payroll, and facilitate the remittance of the required government contributions of the staff.
  • Maintain and update the subsidiary ledger of employees' salary loan, SSS, and HDMF loan payments
  • Perform other duties as may be assigned

Qualifications and Requirements

Education

    University degree in accountancy, financial management, business administration, and other related fields

Experience

    At least two (2) years of relevant experience as a finance/accounting assistant/staff; or a Certified Public Accountant with at least 1 year of relevant experience

Knowledge Area / Technical Competencies

  • Basic knowledge of accounting or financial principles
  • Proficient in MS Office software and other spreadsheet applications (Excel, Google Sheets)
  • Familiarity with financial reporting and forecasts
  • Familiarity with any accounting software. (e.g Quick Financial System, GLS, etc.)
  • Strong mathematical skills
  • Knowledge of the remittance process of required government contributions (HDMF, SSS, Philhealth)
  • Excellent command of the English language, both written and spoken

Desirable Qualifications

    Experience in working in a multicultural environment or in other international organizations would be an advantage.

Salary and Benefits

  • Starting gross monthly salary: Php 26,000 to Php 33,000 depending on the applicant’s qualifications
