About CPSC

The Colombo Plan Staff College for Technician Education (CPSC) is an Inter-governmental International Organization for Human Resources Development. It aims to assist its member countries in developing and enhancing their technical education systems.

The main functions of CPSC include:
  • Provide training programs of further professional education and training to persons responsible for the planning, development, administration, and supervision of TVET and persons in vital supporting roles;
  • Conduct conferences, symposia, and workshops on various aspects of TVET;
  • Manage customized programs on TVET planning, development, and evaluation;
  • Undertake research and development projects for knowledge sharing and benchmarking in TVET;
  • Assist member countries in developing their technical teacher education and training facilities;
  • Collect and disseminate information on technical education and training; and
  • Act as a facilitator of member countries in the transformation of the TVET framework by modifying the training and development strategies, program offerings, and research and development efforts.

Duties and Responsibilities of the Information and Communication Technology (ICT) Officer

The ICT Officer is responsible for planning and monitoring ICT support activities and related programs.

Specific Duties
  • Manage the implementation of maintenance plan for various ICT and multimedia equipment of the staff college
  • Maintain CPSC and APACC websites (web hosting), email accounts and CPSC sites, corporate video briefers, and OnCOURSE for training programs;
  • Provide ICT technical support in program/project implementation such as developing OnCOURSE for training programs, printing and binding of program materials, graphic designing for covers and banners, and layouts of various CPSC publications and reports, among others;
  • Implement efficient improvements and upgrades of ICT infrastructure, as necessary
  • Assist in preparing instructional materials/academic papers for ICT and multimedia-related training programs;
  • Ensure the security and backup of the CPSC file server and its content (working files and documents);
  • Ensure reliable internet connectivity, local network, and telephone system of the College
  • Manage and organize file server content (documents and files archiving), and online information system (published documents) in coordination with RPID
  • Updating website content per requests received from other divisions;
  • Prepare a yearly divisional operational plan, periodic reports such as KPI, mid-year, and annual reports, in consultation with the ICT Chairperson;
  • Undertake various activities that may be assigned from time to time

Qualifications and Requirements

Education and Experience
  • Bachelor’s Degree in Information and Communication Technology, Information System Management, Computer Science, Computer Engineering, Electronics, and Communication Engineering or any related field of study, with at least 5 years of relevant work experience related to IT management; or Master’s Degree in Information and Communication Technology or other related fields. Experience working in other international organizations is an advantage

Technical Competencies
  • Knowledge of HTML, CSS, PHP, MySQL database, and web server technologies
  • Knowledge in Learning Management System development
  • Knowledge of LAN and WLAN administration
  • Highly adept in using the latest technology and software/programs
  • Knowledge of multimedia development
  • Knowledge of Local Telephone System Administration
  • Excellent command of the English language, both written and speaking

Remuneration and Benefits
Starting Gross Monthly Salary of Php 45,984.75 (Basic Salary: Php 31,284.75 + Duty allowance: Php 10,500 + Cost of Living Allowance: Php 4,200.00); 13th Month pay; SSS, HDMF, Philhealth, HMO and Accident Insurance Coverage; Daily Meal Allowance, Vacation and Sick Leave, International and Local Travel Opportunities

Duration of Appointment
One (1) year, with the possibility of extension
