CPSC team pays courtesy visit to Malaysian Minister of Higher Education

A team of CPSC professional staff led by Dr. Mohammad Naim Yaakub paid a courtesy visit on H.E. Dato' Seri Mohamed Khaled Nordin, Minister of Higher Education of Malaysia to brief about CPSC, future areas of cooperation with the Government of Malaysia, future joint initiatives for the region and various strategies to strengthen close ties between CPSC and the Government.

Dr. Naim and the other team members, consisted of Prof. Dr. Rajesh Khambayat, Faculty Consultant; Prof TJ Gayondato, Manager, Projects & Consultancy Division (PCD); and Ms. Kenneth Barrientos, Executive Secretary, met the Malaysian top management from the MOHE consisted of Datuk Ab. Rahim bin Md. Noor, Secretary General; Dato' Rohani binti Abdullah, Deputy Secretary General (Development); Mejar (K) Haji Md. Nor bin Yusof, Director General, Dept. of Polytechnic Education; and Mr. Firdaus bin Mohamad, Special Officer to the Minister of Higher Education, Malaysia.

In a positive show of support, the Honorable Minister considered to cooperate in the various areas laid out which are of mutual interest and benefit to CPSC and the MOHE in the field of TVET and to extend the benefit to CPSC participating countries. Among areas of cooperation discussed were promoting regional workforce mobility and quality standards in TVET, research in specific TVET issues, secondment of teaching personnel to CPSC and annual program collaboration. The Honorable Minister acknowledged the strategic role and functions of CPSC in improving TVET system in the Asia Pacific region and sees CPSC’s framework as an excellent platform to internationalize polytechnic education of Malaysia both in terms of showcasing what it can offer outside Malaysia and learning from the best practices and experiences of other member countries.

The meeting also provided opportunity for the new CPSC Director General to officially represent CPSC and inform his parent Ministry, the MOHE, of his assumption to office in CPSC Manila, Philippines. Dr. Naim’s appointment in CPSC after normal selection process, is under the secondment of the Government of Malaysia, being a public official. Prior to his appointment in CPSC, Dr. Naim was the Director for Policy Development Division of MOHE.

CPSC in UTHM, PMO & DCCE of MOHE and MTCP

The team also visited the University Tun Hussein Onn Malaysia (UTHM) Johor and met with the Deputy Vice Chancellor, the Faculty of Technical Education led by the dean, Prof. Dr. Wahid Razzaly and the International Cooperation team. The visit provided opportunity to map areas for cooperation between CPSC and UTHM where both parties found mutual common areas of interest in in-service and pre-service training. Both parties agreed to sign a Memorandum of Understanding (MOU) to form as ground to further cooperate in teaching and research personnel exchange, sharing of network and resources for research purposes and joint research.

The CPSC team also met with Liaison Officer for CPSC En. Ahmad Nazri bin Sulaiman, Undersecretary for Policy Coordination and International Division of the MOHE to apprise the ministry of the progress of activities of CPSC and upcoming programs. Other meetings were held with the Project Management Office (PMO) and the Department of Community College Education (DCCE) of the MOHE. The meetings afforded parties the chance to learn about the scope of work to find common ground for future cooperation in line with the higher level directions of the ministry.

A visit to the Malaysian Technical Cooperation Program (MTCP) under the Ministry of Foreign Affairs (MFA) was held on July 18, 2011. Dr. Naim met with Mr. Zakri Jaafar, Undersecretary for Multilateral Economic Division to explore smart partnership in technical and vocational education and training areas.
