CPSC was founded by 26 Charter Members which collectively agreed that a regional center for technician education and training needed to be established to assist countries in Colombo Plan region in this area. The said countries cooperated under south-south cooperation which has been the principal framework for CPSC’s programs and activities from its inception until now.
Countries across Asia Pacific region now make up the membership of CPSC, which, as of 2008, has as active members the following countries: Afghanistan, Bangladesh, Bhutan, Fiji, India, Republic of Korea, Malaysia, Maldives, Myanmar, Mongolia, Nepal, Islamic Republic of Pakistan, Papua New Guinea, The Philippines, Singapore, Sri Lanka, and Thailand.
CPSC accepts the participation of non-Colombo Plan countries or internationally-recognized organizations to CPSC programs on cost-recovery basis through honorary membership. Palau is an Honorary member of CPSC.
The other Charter member countries instrumental in establishing CPSC were: Australia, Cambodia, Canada, Indonesia, Iran, Japan, Laos, New Zealand, United Kingdom, United States of America and Vietnam.
