The National Qualifications Framework (NQF) is a quality assured national system for the development, recognition and award of qualifications based on standards of knowledge, skills and attitudes acquired by learners or workers of a certain country.
For a more demand-led education and training and labour and educational mobility within the region, the participants of the 2007 UNESCO Round Table Meeting raised the issue of establishing and harmonizing a regional qualifications framework in TVET.
CPSC, as an intergovernmental organization for human resource development in the Colombo Plan Region, and in support to the collective interest to take up qualifications framework, recognizes the need for national qualifications frameworks to be harnessed among Colombo Plan countries for standard setting and facilitation of greater workforce mobility. This, keeping in view that there are varying levels and stages of development from country to country, as far as TVET provisions and quality of delivery, as well as qualifications framework, are concerned. Hence, TVET skills and knowledge seen from this angle of present current education and training landscape in the region must be looked into to inspire and influence further development of coherent and acceptable terms of national recognition and qualifications standards in TVET sector applicable for the region.
The 12-point strategies of the 2008 Manila Declaration, signed by 120 representatives of different sectors from CPSC member countries as initiatives in addressing poverty and contribute to achieving the UN Millennium Development Goals stated the “development of skills standards, certification and accreditation for quality assurance and harmonization in TVET to satisfy the labor market needs”.
Thus, CPSC, in collaboration with InWent (Capacity Building International) and UNESCO - UNEVOC International Center for TVET, Germany organized this International Conference on Harnessing Qualifications Framework Towards Quality Assurance in TVET, as venue to exchange and share experiences, research results, creative ideas, innovations and new initiatives with respect to national qualifications frameworks and discuss practical models and frameworks including best practices in developing a Qualifications Framework.
Aims and Outcomes
It was expected that the conference would provide avenues for:
- Examining the issues and challenges in developing Qualifications Framework at the national, regional, and international levels;
- Presenting tested models of conceptual frameworks and showcase different case studies; and
- Exchanging experiences and innovative practices in the development and implementation of National Qualifications Framework in the Colombo Plan region.
- The conference aimed at convening policy makers, senior administrators, decision makers, teachers/professors, educators, representatives of NGOs, civil society, academic institutions, research bodies and other similar organizations in the thematic/subject areas to exchange and share their experiences, research results, creative ideas, innovations and new initiatives about aspects in their respective national qualification frameworks and discuss practical models, frameworks and best practices including recommendations and solutions adopted.

- Networking among countries and institutions represented
