The Colombo Plan Staff College for Technician Education (CPSC) is a unique Inter-Governmental International Organization (IGO) for Human Resources Development in Asia and the Pacific Region.

Responding to the need to improve the quality of technician education and training, the Member Governments of the Colombo Plan considered the recommendation of the Singapore Colloquium in May 1969 to establish a Regional Centre for Technician Teacher Training. Subsequently, after deliberations during the 21st and the 22nd Consultative Committee Meeting (CCM), at the 23rd CCM in December 1973 held at the Wellington, New Zealand, a Memorandum of Understanding relating to an establishment of a regional center which shall enhance the quality of technician education and training in the Colombo Plan member countries gave birth to the Colombo Plan Staff College for Technician Education (CPSC). Adaptive to the fast changing needs of the member countries, CPSC has evolved from a regional center for technician teachers' training to a Center of Excellence in human resources development (HRD) through technical vocational education and training (TVET), and steadfast in achieving its vision to be the leading HRD agency in the emerging knowledge economy.
